The TIME function in Excel is a built-in function that allows you to build a time with separate components for each hour, minute, and second. When you need to construct a proper time within another formula, the TIME function comes in handy. Make a clock with the hours, minutes, and seconds.
In Cell A1, type a date, and in Cell B1, type =EDATE(4/15/2013,-5). We're entering a date surrounded in quote marks to specify the value of the start date. For the same effect, you can simply refer to a cell that holds a date value or use the formula =EDATE(A1,-5)
