A CMR bill of lading is one that follows the rules set forth by the worldwide CMR Convention. CMR stands for Convention relating to the International Contract for the Transportation of Marchandises by Route (Convention on the International Carriage of Goods by Road).
Consignment note CMR is another name for CMR. It is a document that serves as an international agreement for the regulation of road freight transit. Most European countries have ratified the document, which aims to control legal issues surrounding road freight traffic.
One of the parties in the transportation industry creates this waybill, or CMR. This is usually taken care of by the transporter.
