The Montreal Convention of 1999 (MC99) specifies airline liability in the event of passenger death or injury, as well as in the event of baggage and cargo delay, damage, or loss. 356. 18. Carriage by Air (International Convention) Act of 1966. (1) The carrier is liable for harm caused by the destruction or loss of, or damage to, any registered luggage or goods, if the occurrence that caused the damage occurred while the luggage or goods were being transported by air.
