From the Effects menu, select an effect. Experiment with parameters in the effect's dialogue as needed. To see how the effect will look when applied to the full layer, use the Preview checkbox (see Figure 9). In the effect dialogue, click OK to apply the effect.
Blurring photographs in Illustrator is similar to blurring photos in Photoshop. Select the image on the canvas and go to Effect > Blur > Gaussian Blur with the image open or placed inside Illustrator. This opens a popup identical to the one before for changing the blur radius. Set it to 50 and you're done!
The effects in Illustrator are vector effects. Raster effects are used in Photoshop. In the Properties panel, click Choose An Effect to apply an effect.
