The Puppet tool allows you to place "pins" to an image and then move and warp it based on where the pins are moved. Each time you use the Puppet tool to click on a picture, you add a "pin" that works as a soft joint.

The Puppet tool allows you to place "pins" to an image and then move and warp it based on where the pins are moved. To keep specific areas of the image from moving, I'll start by adding my initial joints, as well as a few joints that I won't be keyframing.

Select Show in the Tools panel's settings section to see the mesh for the Puppet effect. With the Move tool, click or drag a pin to select or move it.

Puppet animation tools can be used for a variety of purposes such as teaching, marketing, and entertainment. They are also an excellent way to create stories.
