Open the photo you'd like to resize, then choose Image Size from the Image menu or press Command-Option-I. (PC: Ctrl-Alt-I). When the Image Size box appears, select Inches from the pop-up menu to the right of the Width field. Choose Percentage from the drop-down menu (as shown here).
