To create the effect you desire, use the Options tab to tweak tool settings like Alignment and Distribution.
To move an element, such as a layer, selection, or artboard, click it.
Move Tool - You can move a selection or an entire layer by dragging it with your mouse or with the arrow keys on your keyboard. The move tool is found in the Photoshop Toolbox's top right corner. Click and drag anywhere in the image with the move tool selected.
