The Blur/Sharpen tool blurs or sharpens your image locally using the current brush. If an element of your image stands out too much and you want to soften it, you can utilise it to blur it. You should definitely use one of the Blur Filters if you want to blur an entire layer or a major portion of one.

To sharpen without permanently modifying the photo, go to the Filter menu and select Convert for Smart Filters while the photo layer is chosen in the Layers panel. Select Sharpen > Unsharp Mask from the Filter menu.
