Colors can be sampled from anywhere in a picture and added to your Swatches panel using the Eyedropper tool. The Eyedropper tool (I) is selected. To acquire the effect you desire, use the Options Bar to tweak tool settings like Sample Size and Sample. To sample a colour, simply click on it.
The colour sampler tool is similar to the eyedropper tool in that it creates persistent pixel value readouts in the Info panel and can display up to four colour sample point readouts in an image.
