In digital image editing, layers are used to segregate distinct aspects of an image. A layer is a transparent surface on which imaging effects or images are applied and placed over or under an image. They are now a standard feature in picture editors.
Image, adjustment, fill, shape, and type are the five types of layers available in Photoshop Elements.
Layers are useful because they allow you to add components to an image and work on them individually without affecting the original image permanently. Color and brightness can be adjusted, special effects can be applied, layer content can be repositioned, opacity and blending values can be specified, and so on for each layer.
Layers in Photoshop are essential to any creative workflow because they allow you to work on specific areas of a picture without impacting others. They allow you to edit your image without modifying the original, such as adding text, changing colours, putting two photographs on the same page, and so on.
Select the layer you wish to resize in the "Layers" window on the right of the Photoshop interface. If you don't see the "Layers" panel, go to Photoshop's menu bar and select Window > Layers. In Photoshop's menu bar, pick Edit > Free Transform after selecting the layer to resize.
