The position and motion effect in Premier Pro is a feature that lets you adjust the position of any layer on your timeline, and move it around. This feature can be useful when you need to reposition a clip without having to redo the editing, or when you have to adjust the timing for an object in your composition.

In Adobe Premiere Pro, there are two types of effects: position effects and motion effects. Position Effects only effect the location of a layer on the timeline. Motion Effects also effect the animation of a layer.

The Position & Motion Effect in Premiere Pro is used to simulate camera movements. With it, you can create an image that mimics the way a camera would have been positioned when capturing a video. It is the difference between an animation and a live-action video.
